The United Kingdom and France Plan to Send Military Personnel to the Country in the event that a Peace Agreement is Reached

Placeholder Diplomatic Meeting

The British and French governments have inked a statement of purpose concerning the positioning of military forces in the nation if a peace deal be struck with Russia, the UK Prime Minister, Keir Starmer, has stated.

Following talks with Kyiv's partners in Paris, he noted that the two nations would "create defense centers across Ukraine and construct protected installations for military hardware and defense matériel" to deter any subsequent invasion.

The allied nations also proposed that the America would assume leadership in monitoring a truce.

The Kremlin has on multiple occasions cautioned that any non-Ukrainian military in Ukraine would be considered a "valid objective", but has so far not responded on this recent development.

The Situation and Continuing Hostilities

The Kremlin's head Vladimir Putin launched a full-scale invasion of Ukraine in the start of last year, and Moscow presently controls about 20% of the country's land.

"This is a vital part of our pledge to stand with Ukraine for the foreseeable future," commented the British leader.

Heads of state and top officials from the "Allied Coalition" took part in the Paris negotiations.

He stated at a combined announcement, he added: "It establishes the framework for the juridical structure under which allied and coalition forces could operate on Ukraine's territory, defending Ukraine's air and maritime domains, and rebuilding Ukraine's armed forces for the future."

The British leader also stated that Britain would participate in any American-headed monitoring of a potential cessation of hostilities.

Security Guarantees and Diplomatic Positions

Top Washington representative Steve Witkoff said that "lasting safety pledges and substantial reconstruction vows are essential to a permanent resolution" in Ukraine – mentioning a major requirement made by the Ukrainian government.

Witkoff indicated the coalition had "substantially agreed on" their work on establishing such assurances "in order that the citizens of Ukraine know that when this hostilities ends, it ends permanently."

Jared Kushner, former American President Donald Trump's advisor, also was involved in the talks.

Meanwhile, France's leader Emmanuel Macron stated that Ukraine's partners had made "considerable headway" at the negotiations.

He said that "strong" defense assurances for Ukraine had been reached in the instance of a prospective ceasefire.

Ukrainian President Volodymyr Zelensky said that a "significant advance" had been made in Paris, but qualified that he would only deem efforts to be "sufficient" if they resulted in the cessation of the conflict.

Recently, he indicated a peace agreement was "mostly finalized". Agreeing on the outstanding 10% would "decide the future of peace, the fate of Ukraine and Europe".

Unresolved Issues

  • Territory and security guarantees have been at the center of ongoing disputes for negotiators.
  • Moscow has repeatedly warned that Ukrainian troops must retreat from all of Ukraine's eastern Donbas or Russia will seize it, refusing any concession over how to finish the war.
  • Zelensky has thus far rejected surrendering any territory, but has proposed that Ukraine could withdraw its forces to an designated point – but only if Russia follows suit.

Moscow presently holds about 75% of the Donetsk oblast and around 99% of the adjacent Luhansk. The pair of oblasts form the area of the Donbas.

The original US-led comprehensive peace plan that was circulated to the media last year was seen by Ukraine and its partners in Europe as being heavily skewed in Russia's direction.

This triggered a period of focused negotiations – with Ukraine, the US and European leaders trying to amend the proposal.

Recently, The Ukrainian government submitted the US an new framework – as well as additional documents describing prospective defense assurances and provisions for Ukraine's rebuilding, the President said.
